The €110 million Ukraine Recovery Guarantee Facility (URGF), launched by the European Bank for Reconstruction and Development (EBRD) and Aon, aims to support the Ukrainian insurance sector in light of the ongoing conflict. The initiative provides reinsurance for international reinsurers and local insurers to address war-related risks impacting businesses.
Designed to enhance the war risk insurance market, the URGF offers guarantees to encourage investment in the Ukrainian economy by increasing business confidence. Ukrainian officials, including Minister of Economy Yuliia Svyrydenko, have praised this mechanism’s importance for small and medium-sized enterprises (SMEs) affected by the war.
EBRD President Odile Renaud-Basso noted that the program will strengthen the resilience of the insurance sector. Supported by multiple countries and the EU, the facility will initially focus on cargo, vehicles, and rail assets, facilitating insurance for over €1 billion in goods annually.
With MS Amlin as the first international partner and local Ukrainian insurers participating, this collaborative effort aims to broaden insurance coverage and contribute to Ukraine’s economic recovery.
