Oleksiy Danilov, secretary of Ukraine's National Security and Defence Council, said Russia had begun covert mobilization through recruitment efforts and the formation of so-called volunteer battalions. His comments were reported on July 15, 2022.

Danilov said contract personnel were being offered payments of up to $4,000 and described the recruitment measures as attempts to replenish Russian forces fighting in Ukraine.

The report also discussed recruitment of prisoners. These assertions were attributed to the Ukrainian official; they did not constitute an independently verified count of recruits or confirmation of a nationwide public mobilization decree.

The remarks concerned recruitment activity as assessed at the time, before later developments in Russia's mobilization policy.
