Russian forces were preparing for a new phase of offensive operations in Ukraine, Ukrainian military-intelligence representative Vadym Skibitskyi said on July 16, 2022.
His remarks followed Russian Defence Minister Sergey Shoigu's inspection of the South and Centre force groupings and Russian statements about increasing activity across operational directions.
Skibitskyi said intelligence indicated preparations for further offensive action. He described Shoigu receiving briefings from commanders, while the public report did not establish the precise location of the inspection.
The assessment concerned Russian preparations and increased activity, not confirmation that every projected attack had already begun. Radio Liberty reported the same developments alongside the original NV coverage.
