Kherson is returning to the control of Ukraine’s Armed Forces as Ukrainian units enter the city, Ukraine’s Defence Intelligence (HUR) said on November 11, 2022, Radio Svoboda reported.

“Surrender immediately”

HUR said the retreat routes of Russian forces were under Ukrainian fire control and urged Russian soldiers remaining in the city not to flee in civilian clothes. “You have a single chance to avoid death: surrender immediately,” it said, promising that those who surrender would be treated in line with the Geneva Conventions and could be exchanged for Ukrainian prisoners.

Flags in the centre

Kherson regional council member Serhiy Khlan said resistance fighters had raised the Ukrainian flag in the city centre. Residents in other liberated settlements were tearing down “Russia is here forever” posters.

Russian withdrawal

Russia’s Defence Ministry said all of its troops had left the right bank of the Dnipro, where Kherson is located, on the morning of November 11. Gen. Sergei Surovikin, commander of Russian forces in Ukraine, had announced the withdrawal two days earlier. Kremlin spokesman Dmitry Peskov said Russia still considered the Kherson region its territory.

Kherson, captured in early March, was the only regional capital Russia seized after the full-scale invasion. Commander-in-Chief Valerii Zaluzhnyi said that since October 1 Ukrainian forces had advanced up to 36.5 km and liberated 41 settlements in the south.
