Russia has intensified an air campaign against Ukraine’s economic infrastructure, striking warehouses, factories, transport networks, ports and commercial facilities in attacks that are creating mounting financial and logistical problems for the country. The damage is affecting businesses far beyond the front line while threatening government revenue, exports and Ukraine’s prospects for economic growth.
\nKyiv and its surrounding region have experienced repeated missile and drone attacks against warehouses, distribution centres and shopping facilities. Major retailers, pharmaceutical businesses, publishers and postal operator Nova Poshta have all faced disruption. The destruction has even contributed to shortages of some supermarket products in the capital, something Kyiv residents had largely avoided since the opening months of Russia’s full-scale invasion.
\nWarehousing has become particularly vulnerable. Of approximately 5 million square metres of modern warehouse capacity in Ukraine, an estimated 2.1 million square metres has been destroyed, including about 900,000 square metres damaged in recent months. Companies are consequently reconsidering centralized distribution systems. Toy retailer Budynok Ihrashok, for example, lost a warehouse after firefighters were unable to intervene while continuing drone attacks made the area unsafe. The company now plans to distribute inventory among smaller facilities and use its network of stores to process more online orders.
\nUkraine’s steel industry has suffered an even more serious blow. Ballistic missiles struck three major remaining plants in the Zaporizhzhia and Dnipropetrovsk regions, killing 17 workers and forcing facilities responsible for roughly 90 percent of Ukrainian steel production to halt operations. The affected plants include facilities belonging to Metinvest and ArcelorMittal. Executives say it remains unclear whether repairs will require days, months or considerably longer. More than 15,000 workers are employed across the three sites, meaning prolonged closures could have significant consequences for employment, industrial production and tax receipts.
\nTransport and energy-related infrastructure are also being targeted. Russian drones have damaged railway facilities in western Ukraine and increasingly struck petrol stations. One recent wave reportedly involved about 800 drones within 24 hours. Meanwhile, continuing disruption of Black Sea shipping is restricting Ukrainian exports. Government estimates suggest the blockade is costing the economy approximately 1.5 percent of GDP.
\nAgriculture is particularly exposed to these transportation constraints. Alternative export routes are reportedly handling only around 40 percent of normal agricultural volumes. Some producers have resorted to storing wheat in large bags in fields because traditional export channels through ports and the Danube have become increasingly difficult to use.
\nThe financial consequences are accumulating. Ukrainian authorities estimate that attacks on businesses and infrastructure could deprive the government of approximately $1.5 billion in tax revenue while the country is already confronting an estimated $27 billion budget shortfall. Economists also warn that damaged companies may eventually transfer reconstruction, transportation and insurance costs to consumers through higher prices.
\nThe campaign represents another dimension of the broader war of attrition. Russia is seeking to damage Ukraine’s ability to produce goods, generate taxes and maintain reliable domestic supply chains, while Ukraine continues its own long-range drone campaign against Russian refineries, shipping and logistics facilities. Ukrainian companies are responding by decentralizing warehouses, changing distribution systems and finding alternative export routes, but repeated attacks are making adaptation increasingly expensive. With industrial capacity damaged and transportation networks under sustained pressure, economists now question whether Ukraine will achieve any economic growth this year.
