Finland has announced that its top priority during its 2025 chairmanship of the Organization for Security and Cooperation in Europe (OSCE) will be supporting Ukraine as it continues to resist Russian aggression. Finnish Foreign Minister Elina Valtonen shared these priorities at a recent OSCE Permanent Council meeting in Vienna, emphasizing Finland’s commitment to standing by Ukraine during this critical period.

Valtonen stressed that, after over two years of full-scale war, Ukraine’s resilience in the face of Russia’s aggression is remarkable. “It is our collective responsibility to support Ukraine in its lawful defense against the aggressor,” she stated, making it clear that Ukraine’s defense will be a principal focus for Finland throughout its chairmanship.

The overarching theme of Finland’s OSCE leadership will be “resilience,” reflecting the growing importance of crisis response and recovery, particularly in light of Russia’s military actions. Valtonen also pointed out that Finland intends to uphold the principles laid out in the Helsinki Final Act, which include sovereignty, territorial integrity, and the peaceful resolution of disputes, reaffirming their relevance in today’s global context.

In addition to prioritizing Ukraine, Finland plans to work broadly across the OSCE region to ease tensions, settle conflicts, and build trust among nations. Valtonen noted that Europe is facing an unpredictable security environment, more unstable than at any time since the Cold War, making Finland’s upcoming role even more critical.

As Finland steps into its OSCE chairmanship, it remains committed to defending the principles of international law and supporting countries like Ukraine that are fighting to uphold their sovereignty and territorial integrity.
