Russian forces used chemical weapons on the battlefield 323 times in October, Ukraine’s General Staff reported. Since the beginning of Russia’s full-scale invasion of Ukraine, radiation, chemical, and biological intelligence units have been recording the use of hazardous chemicals on the battlefield. Since February 2022, 4,613 cases have been recorded. Russia’s use of chemical munitions “flagrantly violates the rules of warfare, ignores the norms and obligations under the Convention on the Prohibition of the Development, Production, Stockpiling, and Use of Chemical Weapons and on their Destruction,” the General Staff said.

The Donetsk Oblast Prosecutor’s Office has initiated a criminal investigation into the killings of two unarmed Ukrainian POWs by the Russian Armed Forces. The executions were said to have happened near the city of Selidove in the Donetsk Oblast. The two Ukrainian soldiers were believed to have been placed face down with their feet pressed to the ground before being shot at close range by automatic weapons.

Ukraine’s parliament ratified the Rome Statute of the International Criminal Court (ICC). It will come into force 60 days after being received by the UN Secretary-General. The ratification was adopted with a caveat that Ukraine would not recognise the court’s jurisdiction over Ukrainian citizens in the case of war crimes for 7 years following its official adoption.
