Ukraine’s Security Service said an intercepted telephone conversation provided evidence of Russian forces using phosphorus weapons in eastern Ukraine and receiving orders to fire on vehicles carrying civilians. Ukrinform reported the SBU’s account on June 13, 2022.
In the recording released by the SBU, a man identified as a Russian serviceman tells his mother about phosphorus being fired toward Ukrainian positions. He also describes orders to shoot at vehicles, including civilian cars.
The allegations are attributed to the SBU; the report does not independently establish the weapon type or verify every detail of the conversation. Deliberate attacks on civilians are prohibited under the laws of war. Phosphorus weapons are not universally banned, although their use is subject to international humanitarian law and restrictions on incendiary weapons.
The SBU said it was collecting evidence for international proceedings concerning alleged Russian crimes in Ukraine.
