This poses an ongoing challenge as Russia continues to seek out these components from various Western countries, including the USA, Germany, Austria, Switzerland, and the Netherlands.
Karasevich provided insights into how research centers in Ukraine are uncovering foreign components from weapons used by Russia, detailing specific manufacturers, notably from the Netherlands, that supply critical technologies. Among the identified companies are Ampleon, Nexperia, NXP Semiconductor, Philips, Power-Packer, and others, which have inadvertently contributed to the components found in Russian military equipment.
The ambassador further mentioned the evolving landscape of supply routes due to increased sanctions from the EU and heightened scrutiny from manufacturers. Although no comprehensive statistics currently exist to track these imports accurately, there have been observable changes in how Russia sources its high-tech products.
During a recent showcase in The Hague, aimed at raising awareness among diplomatic representatives, Karasevich underscored the urgent need for international collaboration to prevent components from reaching Russia. This includes developing a list of “sensitive” items that pose significant risks, banning their re-export to Russia and Belarus, and standardizing verification procedures.
The event also focused on strengthening accountability for companies and banks that may be negligent in preventing their goods from reaching Russian military endeavors. Moreover, Karasevich noted the importance of effectively sharing information among partner countries and implementing thorough due diligence practices to ensure compliance with sanctions.
In summary, the Ambassador’s remarks call for a concerted effort among allies to impede Russia’s ability to manufacture weapons, particularly those that target civilians in Ukraine, by enforcing stricter measures and improving coordination on sanctions and trade verification.
