There was broad agreement that strong security guarantees must underpin any potential ceasefire, with consideration given to leveraging NATO mechanisms and strengthening Ukraine’s military. A ceasefire must begin with a prisoner exchange and the return of children, signaling Russia’s genuine commitment to peace. Leaders also emphasized the US role in ensuring sufficient support and transatlantic unity to end the war. A concrete plan, based on proposals from France and the UK, will continue to be developed, with European leaders set to present an enhanced defense strategy at an upcoming meeting.
