On January 17, 2026, HUR released a statement via their Telegram channel indicating that Moscow is evaluating attacks on high-voltage transmission infrastructure linked to Ukraine’s nuclear power generation. This is perceived as part of a broader strategy to exert pressure on Ukraine.<\/p>\n
The intelligence agency reported that Russia aims to disconnect nuclear power units from Ukraine’s unified energy system. Such actions could result in widespread blackouts and heating failures, particularly during the harsh winter months.<\/p>\n
HUR emphasized that these operations would represent a hybrid tactic to undermine Ukraine’s critical energy infrastructure without directly targeting the nuclear reactors themselves. As of mid-January 2025, Russian military reconnaissance had identified ten substations across nine Ukrainian regions as key nodes in the nuclear electricity transmission network, marking them as potential targets.<\/p>\n
Beyond crippling Ukraine’s power capabilities, the intelligence report suggests that the Kremlin intends to use the threat of such attacks to intimidate European and Western governments, aiming to deter their support for Ukraine.
