On May 9, 2025, the Core Group of states formally backed creating a special tribunal to prosecute the crime of Russian aggression against Ukraine. Meeting in Lviv, partners adopted the Lviv Statement and set a May 13–14 launch step via the Council of Europe in Luxembourg.
