School libraries in occupied Kupiansk district had received orders to catalogue and dispose of books published from 1991 onward, the Borova settlement council reported, according to Ukrinform on July 25, 2022.

The council described the measures as a campaign against Ukrainian textbooks and literature. It said even fairy tales and illustrated children's books containing very little text were subject to destruction.

At the same time, Russian curricula and textbooks were being promised to schools in the Borova area from Russia's Krasnodar region. The council contrasted occupation officials' promises of support with reported looting and damage to local schools and other property.

The account was attributed to the Ukrainian local authority. It reported orders affecting libraries in occupied territory, rather than establishing that every listed book had already been destroyed.
