The US Lend-Lease law for Ukraine has come into force, Verkhovna Rada Chairman Ruslan Stefanchuk said on October 1, 2022, Suspilne reported.

“More weapons”

“This means more and better weapons. Ukraine will definitely take back all of its territories,” Stefanchuk wrote on Twitter.

The law

The Ukraine Democracy Defense Lend-Lease Act of 2022 was passed by the US House of Representatives by 417 votes to 10 in April after clearing the Senate, and signed by President Joe Biden on May 9. It is intended to simplify and speed up the transfer of large volumes of weapons to Ukraine by removing bureaucratic hurdles.

The authority covers fiscal years 2022 and 2023 and allows the US to lend or lease defence equipment to Ukraine and to Eastern European countries affected by Russia’s invasion.

Not free

The law draws on the 1941 Lend-Lease Act proposed by Franklin D. Roosevelt during World War II. Weapons supplied under it are not free: arrangements can involve leases, loans and repayment, although most US military aid to Ukraine has so far been provided as grants under presidential drawdown authority and other programmes.
