Despite long-term contracts supplying enriched uranium in the EU, Rosatom plays a crucial role in Russia’s military-industrial complex and control of the Zaporizhzhia Nuclear Power Plant (ZNPP) in Ukraine has raised global security concerns.

The ZNPP situation exemplifies how Rosatom links are fraught with security risks, including violations of core nuclear safety principles. Reports of mistreatment of plant personnel and militarization of the plant highlight this dangerous precedent. Additionally, Rosatom is intertwined with non-nuclear military production, connecting to a breadth of weapons systems and battlefield technologies crucial for Russia’s military strategy. Its involvement extends to UAV programs and critical defense materials, significantly aiding Russia’s endurance against sanctions.

Despite some sanctions efforts, comprehensive restrictions on Rosatom remain elusive. Fragmented attempts are undermined by political complexities and dependencies, especially within the EU. While the U.S. has enacted limited measures, the need for decisive EU sanctions is crucial to curb Rosatom’s unchecked influence. Expanding targeted sanctions against Rosatom could help secure Europe’s long-term security in various domains, sending a strong message of coordinated resistance against unchecked military influence and nuclear safety threats.
