In response to the ongoing tensions and potential threats, Kyiv and Kyiv Oblast are undergoing preparations for robust defensive measures. Oleksii Danchyn, the Head of Vyshhorod District Military Administration, announced that settlements throughout Kyiv Oblast, including the city of Kyiv, are being fortified as part of an all-round defence strategy. This initiative is reported to require significant financial resources, with military assessments estimating a need for approximately UAH 11 billion (more than US$249 million) for the priority measures alone.

The defensive preparations are part of a broader response to the current geopolitical tensions in the region. Ukrainian President Volodymyr Zelenskyy, after consultations with the country’s military leadership and intelligence services, emphasized the necessity of these measures as a response to ongoing provocations and potential escalations. Specifically, there are concerns about Russia’s attempts to involve Belarus further into the conflict. Such provocations have led to directives for Ukrainian defence forces to devise a comprehensive response plan.

This defensive response is grounded in the historical context of recent conflicts, particularly since the full-scale war began in 2022. During that period, Russian forces entered Ukraine via Belarusian territory, and missile strikes from Belarus were a significant aspect of the initial assault. The development of a fortified defence across Kyiv and its surrounding oblast reflects a strategic effort to thwart any similar maneuvers in the future. Concurrently, there are overtures from Belarusian President Alexander Lukashenko, who expressed willingness for dialogue with Zelenskyy, although the credibility and viability of such discussions remain uncertain amidst current tensions.
