Ukraine has streamlined the application process for foreign nationals seeking temporary residence while fighting or planning to join Ukraine’s defense forces. In an announcement by Prime Minister Yuliia Svyrydenko, the government is introducing specific documentation procedures to support these individuals. The simplification comes in response to the challenges faced by foreign volunteers in securing residence permits due to bureaucratic hurdles and geopolitical intricacies. A key feature of the new process is that a temporary residence permit will cover the full duration of a volunteer’s contract with an additional six-month extension post-completion.

This approach aims to provide stability and continuity for foreign nationals contributing to Ukraine’s defense efforts. Recognizing the unique challenges faced by some volunteers, the government is allowing the submission of expired documents for those who cannot renew their passports in their home countries, especially if obtaining a new passport necessitates engagement with states that either oppose Ukraine or do not acknowledge its territorial sovereignty. By permitting the use of expired documents in these specific cases, Ukraine aims to eliminate barriers preventing capable individuals from joining its armed forces.

Additionally, the requirement for confirming a place of residence is being eased specifically for foreign nationals serving in the military, reducing red tape and fostering a supportive environment. This initiative builds upon the legislative framework established by President Volodymyr Zelenskyy in 2026, through Law No. 4730-IX, aimed at defining the legal status and healthcare provisions for foreigners in Ukraine’s military. The government’s efforts reflect a commitment to integrating and simplifying the experience of foreign volunteers, recognizing their crucial role in strengthening Ukraine’s defense capabilities amid ongoing challenges.
