The leaders of Ukraine and the Nordic-Baltic States (NB8) — Denmark, Estonia, Finland, Iceland, Latvia, Lithuania, Norway, and Sweden — convened in Kyiv to commemorate Ukraine’s National Flag Day and the 35th anniversary of its independence. They reaffirmed their unwavering solidarity with Ukraine, emphasizing their steadfast support for its sovereignty and territorial integrity within recognized borders. The NB8 leaders declared they would never acknowledge any Russian annexation of Ukrainian territory as legitimate.

The courage and determination of the Ukrainian people in defending their homeland and European security against Russia’s unlawful aggression were commended. The NB8 countries pledged ongoing support for Ukraine, in collaboration with allies, until a just and lasting peace is achieved, and Ukraine secures its place in the EU and NATO. They condemned Russia’s continued aggression and attacks on civilians, stressing that Russia must bear full responsibility for its actions and the resulting devastation.

The NB8 leaders praised Ukraine’s commitment to peace and readiness for negotiations, despite Russia’s rejection of genuine peace efforts. They emphasized that justice and accountability are essential for lasting peace, insisting that all forcibly transferred Ukrainian children must be returned. Any peace settlement must adhere to international law, respecting Ukraine’s sovereignty and territorial integrity, without rewarding aggression.

The NB8 countries will continue to support Ukraine with political, military, financial, and humanitarian aid. They emphasized the strategic importance of a free, democratic Ukraine within the European community and supported Ukraine’s EU accession process. Ukraine’s security is seen as integral to European security, and the NB8 countries are committed to enhancing Ukraine’s defense capabilities and innovation.

Building on existing cooperation, the NB8 countries plan to expand joint defense production and investment in Ukraine’s defense industry. They will support the development of critical defense technologies, utilizing national and European instruments. The NB8 countries will also continue defense assistance through various mechanisms and initiatives.

As Russia targets Ukraine’s energy infrastructure, the NB8 countries will aid in winter preparations and infrastructure restoration, urging international partners to join these efforts. They will work to ensure Ukraine’s ports remain operational and that Ukrainian food reaches global markets, countering Russia’s threats to global food security.

The NB8 leaders called for stricter sanctions on Russia, targeting its energy revenues and sanction circumvention. They reaffirmed their commitment to Ukraine’s recovery, with the Ukraine Recovery Conference 2027 in Tallinn set to mobilize further support and demonstrate Ukraine’s path to renewal and European integration.
