Ukraine is contemplating adjustments to its mobilization system, including potential revisions to the draft age, as announced by Roman Kostenko, secretary of the parliamentary defense committee, on August 22. Despite financial incentives to boost military recruitment, these efforts have not significantly increased enlistment, prompting officials to explore alternative strategies.

Kostenko indicated that discussions are underway regarding changes to the draft age, though he did not specify whether it might be lowered or raised. He emphasized that the Defense Ministry or General Staff would provide further details. Importantly, Ukraine does not intend to shift from compulsory mobilization to a purely voluntary system.

Contrary to some reports, Kostenko clarified that there are no current legislative initiatives to remove mobilization exemptions for parents with three or more children. Additionally, he confirmed that there are no planned changes concerning the mobilization of women, who will continue to serve voluntarily.

As Ukraine enters the fifth year of Russia’s full-scale war, mobilization remains a contentious domestic issue. The military’s need to replenish fighting units, build reserves, and allow soldiers to rotate off the front line is growing. However, draft offices face criticism for alleged forced conscription practices that may violate civil rights.

Under martial law, Ukrainian men aged 25 to 60 are subject to conscription and are generally prohibited from leaving the country, except under specific circumstances. Meanwhile, Russia plans to mobilize approximately 300,000 people post-September State Duma elections, avoiding major cities to minimize societal backlash, according to President Volodymyr Zelensky.

In related news, Kyiv Mayor Vitali Klitschko reported that air defenses were activated as Russian drones damaged residential buildings and a warehouse. The Air Force noted that Russian forces launched an attack with 173 Shahed-type drones, 50 of which were jet-powered, on September 26.

President Zelensky revealed that Ukrainian intelligence had obtained Russian documents detailing the planned production and funding of weapons for the next year. Additionally, German Foreign Minister Johann Wadephul called for an end to Russia’s aggression against Ukraine and its allies.
